On Oct. 25, 2016, Putnam County resident Irving Balsley, 44, was arrested in Yorktown for petit larceny, police said. On June 1 the following year, Balsley failed to appear in court, and a bench warrant was issued for his arrest.

Police announced that on Tuesday, officers were sent to Rikers Island, where Balsley was in custody on unrelated charges. A pair of officers responded to the jail and charged Balsley with a misdemeanor count of bail jumping as well as two charges of petit larceny.

Balsley was processed at the Yorktown Police Department and is being held as he awaits arraignment.
